Timeline: 13 October 2025 – 26 February 2026 - Online matchmaking period 10 December 2025 - Opening of the Call for Proposals submission 17 December 2025 at 12:00 CET - Call information webinar 15 January 2026 - Online matchmaking event 26 February 2026 at 16:00 CET - Deadline for proposals submissions 23 March 2026 - Notification of eligibility check outcome and invite to online pitching sessions 14 – 21 April 2026 - Online pitching sessions 06 May 2026 - Final Results notification Week beginning 08 June 2026 - Kick off meeting Submission: The EP PerMed Twinning Call is designed to accelerate the implementation of personalised medicine (PM) solutions or approaches from one country to another through peer-to-peer exchanges.  A ‘Twinning’ is a structured partnership where a ‘Twinning Donor’ with an innovative solution or approach, shares its expertise in this innovative solution or approach with another party called the ‘Twinning Receiver’. The goal of this Twinning is to implement the solution or approach being shared into the respective institution/organisation/company of the Twinning Receiver.  This Call offers up to 50,000 EUR per Twinning partnership to activities that facilitate the exchange of solutions or approaches in PM and build up the capacities and capabilities of one or both participating parties. Twinning partnerships should last between 6 and 12 months.  The Twinning Call will pair at least two and up to three institutions together. One institution/organisation/company will be the Donor, and the other up to two institution(s) will be the Receiver(s). The Donor institution is responsible for sharing its experience, knowledge, and practices relevant to the specific PM solution or approach with the Receiver organisation(s).  Twinning partnerships should enable the Twinning Receiver(s) institution to:  Initiate implementation of a defined PM solution or approach with support  Adapt a PM solution or approach  Partially adopt a PM solution or approach  Fully adopt or acquire a solution or approach  Applicants must submit their applications via EIT Health Application Platform: https://apply.eithealth.eu/s_Login.jsp. If there are any questions, please see the “⁠Guide for applicants” or contact smartsimple@eithealth.eu.    Main steps in process:  Apply: Applicants submit their proposals through the EIT Health Smart Simple application platform. Applicants apply as a consortium with one member being the Twinning Donor organisation, and a maximum of 2 additional members being the Twinning Receiver organisations.   Eligibility check: An eligibility check will be performed against the general and specific conditions stated in the Twinning call document to validate the application’s compliance with the requirements outlined in this Call. This check will yield a yes or no decision on whether submitted proposals are eligible and can progress to the next evaluation stage. Applications need to meet all the eligibility requirements specified in the call document in order to proceed to the external evaluation and be invited to pitches.  Online pitching: All eligible applications will be invited to present their proposals at an online pitch between the 14-21 April 2026. Th epitching process will involve a presentation (15 minutes) of the proposal by applicants in front of a panel of independent experts and will be followed by a questions and answers session (20 minutes). Each proposal will be evaluated by three external independent evaluators. Following the online pitches, experts will produce an individual score out of 100 using the evaluation criteria specified in the call document. Only projects that receive a final score of at least 70 / 100 will be considered for funding.   Funding Decision: Projects will be ranked by evaluation score, and the top ranked projects will be selected for funding.   Twinning exchange: Successful consortia are given 12 months to perform the Twinning activities.  Interim Report: The selected consortia submit an interim report after 6 months into the Twinning exchange to verify the ongoing activities and achievement of the project’s objectives.  Final Report: The selected consortia will file submit a final activity report after 12 months into the twinning exchange, which will verify the completion of the activity and the achievement of the project’s objectives.    Selected projects will receive funding of up to 50,000 EUR per project, which can be used to cover hosting meetings or working groups, travel expenses, or fees for professional services.  The funding will be provided through lump sum contracts, with 50% pre-payment and the remaining 50% disbursed upon approval of the final activity report.      Eligibility criteria   Applications must meet all the below eligibility criteria to be invited to the independent expert evaluation stage. Each application will be reviewed for these eligibility criteria by the Call Secretariat - EIT Health, and members of the EP PerMed consortium.  Applicants must submit their proposal via the application platform before the deadline on 26 February 2026 at 16:00 CET.  Applications must be written in English.  The Twinning language is English, and the project grant agreement (PGA) must be signed between EP PerMed and all parties in the application consortium in its English version.  Applications must be submitted in English.  Twinning activities must be carried out in English.  Applications can request a maximum of 50,000 EUR of funding including overheads.  Applicants must use and upload any templates requested and provided in the application platform. Applications that upload the incorrect template or a modified version of the template will be considered ineligible.  To be eligible for funding, all applicants must be legally registered in a Horizon Europe country or associated country.  The PM solution or approach must be mature for implementation. In the case of technological solutions this means TRL 9 and CE-marked if required.    Consortium Eligibility   The following conditions apply to the composition of consortia:  A consortium submitting an application must include one Donor organisation, and at least one, but not more than two Receiver organisations. The consortium must be transnational, involving a minimum of two and a maximum of three organisations legally registered in at least two different EU Member State countries or countries associated to Horizon Europe. Consortium members must be legally and financially independent of each other. Proposals must be submitted by applicants belonging to one of the following categories: Twinning Donor organisations: local, regional and national health and care providers established in an EU Member State or country associated with Horizon Europe with a PM solution or approach available for transfer. Twinning Receiver organisations: local, regional and national health and care providers established in an EU Member State or country associated with Horizon Europe that wish to adopt the Twinning Donor organization’s PM solution or approach. The consortium must be completed at the time of submission.  Eligible costs and project duration   The types of activities that may be awarded funding include hosting meetings or working groups, travel expenses, or fees for professional services. Costs for the further development of PM solutions are not eligible. Costs for devices, instruments and equipment are not eligible. Funding will support the Twinning activity up to the submission of the final activity report, which must be delivered no later than 6 May 2027.    Evaluation process and criteria  The selection process for this Call will involve a single proposal submission. Applicants will submit a single proposal through EIT Health’s Smart Simple application platform. Applications will then be reviewed and evaluated by an independent panel of experts and scored according to a set of evaluation criteria on a scale of 0 to 100.   The evaluation criteria for admission into the EP PerMed Fast Track Validation Programme include:  Excellence: The project must align with the Call scope, objectives, and intended outcomes. Weight = 35% Impact: The project must have a clear value of benefit for the Twinning Receiver(s’) patients, citizens, organisation and / or healthcare system(s). Weight = 40% Implementation: The work plan of the project should be complete and feasible, the team behind the project should have the capacity/expertise to deliver the project. Weight = 15% Pitch quality: The online pitch of the project should be clear and concise. Weight = 10% Each proposal will be evaluated by 3 external programme evaluators. The final score will be the average of the scores of the three evaluators.  As the programme uses lump sum funding, pre-selected projects should provide the detailed cost plan. In case of misbalance, suggestions will be provided and should be taken into account before signing the contract.  Redress procedure  Applicants can appeal against the final award decision if they suspect a breach in the evaluation and selection procedures. This redress procedure only covers the procedural aspects of the Call. The redress will not call into question the scientific or technical judgement of experts/evaluators.  Applicants should submit their appeal to EIT Health via email (appeals@eithealth.eu) within seven calendar days following notification of the application outcome. The outcome notification email containing the results of the evaluation will give information on the appeals procedure, which is described below.  Admissibility of appeals  For an appeal to be admissible the following conditions must be met:  The appeal must be submitted by the team to which the appeal relates;   Only one appeal per proposal will be considered;  The appeal must be submitted via email within seven calendar days of the outcome notification email. The appeal must contain the following minimum information:  The name of the Call for Proposals; The proposal acronym; The title of the proposal; A description of the alleged shortcomings of the evaluation procedure. The appeal must demonstrate a procedural irregularity, factual error, manifest error of assessment, misuse of powers, or a conflict of interests. Appeals that do not meet the above conditions, or do not deal with the evaluation of a specific proposal, or express mere disagreement with the result or the reasoning of the evaluation may be judged as not suitable for redress.  Procedure  Upon receipt of an appeal, an acknowledgement of receipt will be sent by EIT Health within seven calendar days. The acknowledgement shall report the redress process and the anticipated date by which a decision on the appeal will be communicated to the appellant.  All appeals received within the seven calendar days deadline will be processed together. The decision will be communicated to the appellant within 2 weeks from the deadline for submitting the appeals.
