Connect NEB & Co-create NEB Open Call 2027

Description

The EIT Community New European Bauhaus, led by EIT Urban Mobility in collaboration with EIT Food and Climate KIC, supports local innovation, citizen engagement, entrepreneurship and place-based transformation across Europe.  Through this open call, the EIT Community NEB aims to support two complementary types of local impact:  Connect NEB is a mono-beneficiary programme that supports community-led initiatives to test new ideas, activate local communities, and experiment with participatory approaches, living labs and new forms of governance inspired by the New European Bauhaus.  Co-create NEB is a multi-beneficiary programme that supports partnerships between communities, municipalities and other local actors to deliver visible, place-based transformation in public spaces. Proposals must be submitted by a consortium with 2 to 4 members, and at least one must be a city, a region, or an entity affiliated with a city or region. Both programmes, each with a maximum duration of 10 months, contribute to improving the quality of life of local communities and the environments of the neighbourhoods where they are implemented, taking into account the relevance of each specific local context and valuing the innovation capacity and creativity of each community. Despite these differences, proposals for both programmes must serve the purpose of achieving the three inseparable core values of the New European Bauhaus: Sustainable (from climate goals, to circularity, zero pollution, and biodiversity), Beautiful (quality of experience and style, beyond functionality) and Together ( from valuing diversity to equality for all, accessibility and affordability). This Call for Proposals is open to all legal entities established in Member States of the European Union, and/or in Third countries associated to Horizon Europe. Applications from the Regional Innovation Scheme (RIS) countries are encouraged. Applications must be submitted separately for each programme, as they are subject to different eligibility criteria, target different audiences. Applicants may apply to one or both programmes but can be eligible as the Lead Partner for only one programme.

Beneficiary & submission

Proposals should be submitted through the official EIT Urban Mobility Programmes Portal (NetSuite), accessed here. Further instructions for the submission of proposals are found in the Connect & Co-create NEB 2027 Call Manual, Section 7.2. Proposals will first be checked for admissibility and eligibility, Call Manual Section 5. Proposals found admissible and eligible will be evaluated against the award criteria by an Evaluation Panel, consisting of one external expert evaluator and one internal expert evaluator from a participating KIC (EIT Urban Mobility, EIT Food and Climate KIC). See section 6.2 of the Call Manual. The external expert evaluators will produce a Summary Evaluation Report for each proposal assessed. The SERs will be discussed and finalised in a consensus meeting attended by the Evaluation Panel. For Connect NEB, a ranking list will be created to select 8 proposals for funding, each of them equal and over 35 points. For Co-create NEB, all proposals equal or above 45 points will be ranked by score within their primary thematic area (Climate, Urban Mobility or Food), as indicated in the application form. Up to 3 top ranked proposals may be selected from each thematic area, amounting to 9 funded projects. If the number of eligible, high-quality proposals exceeds the available budget, a reserve list may be established. Following the award decision, all applicants will be informed of the results via email. All applicants will receive their Summary Evaluation Report.
