Description

The initiative’s forth Joint Call is structured in 10 modules - according to challenges for the energy transition identified in the SRIA - broad variety of energy innovation topics, broad target group of companies, solution providers, innovators and researchers can submit proposals. Submitting a successful proposal means not only to receive funding, but also to become a member of a large and supportive network and knowledge community. Complementary funding format to Horizon Europe, allowing for transnational projects of small to medium size with partners from a minimum of 3 countries involved.

CETPartnership Mission The CETPartnership envisions a transition, driven by industry, public institutions, academia and citizens groups that will make Europe the front-runner in clean energy innovation and implementation. The ongoing Partnership will foster transnational innovation ecosystems from the very local and regional level, up to the transnational European level, thus overcoming a fragmented European landscape. Moreover, it intends to reach out to collaboration with funding partners beyond Europe, in order to broaden the knowledge and experience bases and introduce European solutions and stakeholders to the global value chains. About The Clean Energy Transition Partnership (CETPartnership) is a multilateral and strategic partnership of national and regional research, development and innovation (RDI) programmes in EU/EEA Member States and non-EU/EEA Partner Countries with the aim to substantially support the implementation of the European Strategic Energy Technology Plan (SET Plan). It will contribute to higher level European policy goals towards Stepping up Europe’s 2030 climate ambition and the new European Research Area with the ultimate objective to achieve a climate-neutral society by 2050. The CETPartnership will also address the strategies outlined in the latest EC communications e.g. A Clean Planet for all and the European Green Deal. The CETPartnership enables more than 40 national and regional RTDI programme owners and managers from around 30 countries to align their priorities, pool national budgets in transnational joint calls, planned from 2022 to 2027. The CETPartnership consortium also plans to organise joint accompanying activities to enable a dynamic learning process, extract strategic knowledge ('Knowledge Community') and maximise the impact ('Impact Network') to accelerate the upscaling, replication and market diffusion of innovative solutions, as well as foster the up-take of cost-effective clean energy technologies.  CETPartnership Transition Initiatives The CETPartnership has seven Transition Initiatives (TRIs) focusing on RDI Challenges described in the Strategic Research and Innovation Agenda (SRIA) that address various technologies and system aspects connected to the clean energy transition, as well as several cross-cutting dimensions. Each of the TRIs is led by one CETPartnership partner, known as the TRI Lead. TRI 1: Integrated Net-zero-emissions Energy System TRI 2: Enhanced zero emission Power Technologies TRI 3: Enabling Climate Neutrality with Storage Technologies, Renewable Fuels and CCU/CCS TRI 4: Efficient zero emission Heating and Cooling Solutions TRI 5: Integrated Regional Energy Systems TRI 6: Integrated Industrial Energy Systems TRI 7: Integration in the Built Environment About the Call: The CETPartnership Joint Call 2025 is a 2 stage-call structured with 10 Call Modules. All project proposals must be submitted through the CETPartnership Submission Platform. No project proposals will be accepted after the submission deadline. Evaluation and ranking of the project proposals will be performed separately per Call module according to the three main evaluation criteria: Excellence, Impact and Quality and efficiency of the implementation. The cut-off for being invited to the second stage or considered for funding at full proposal stage is an average or consensus score at or above 3 for all the three evaluation criteria and a total average or consensus score of or above 10. This call is co-funded by the European Commission via the CETPartnership (GA # 101069750) under the Horizon Europe Partnership scheme. Call Topics The CETPartnership fourth Joint Call, launched in May 2025, is structured in thematic modules. Transition Initiatives (TRI) developed Call modules based on their strategic topics and content, allowing to cover the whole spectrum of their specific SRIA challenges. CM2025-01: Call Module 2025-01: Multi-vector interactions between the integrated energy system and industrial frameworks CM2025-02: Call Module 2025-02: Energy system flexibility: renewables production, storage and system integration CM2025-03A: Call Module 2025-03A: Advanced renewable energy (RE) technologies for power production (ROA) CM2025-03B: Call Module 2025-03B: Advanced renewable energy (RE) technologies for power production (IOA) CM2025-04: Call Module 2025-04: Carbon capture, utilisation and storage (CCUS) CM2025-05: Call Module 2025-05: Hydrogen and renewable fuels CM2025-06: Call Module 2025-06: Heating and cooling technologies CM2025-07: Call Module 2025-07: Integrated regional energy systems CM2025-08: Call Module 2025-08: Integrated industrial energy systems CM2025-09: Call Module 2025-09: Clean energy integration in the built environment The Call modules describe specific topics and/or challenges that applicants shall address in their project proposals. Applicants must choose and apply to a specific Call module, when submitting their project proposal. Evaluation and ranking of the project proposals will be performed respectively per Call module. Submission 2-stage-procedure: submission of a pre-proposal followed by an invitation to submit a full-proposal. Submission through CETPartnership Application System online only. No project proposals will be accepted after the submission deadline (09.10.2025 pre-proposals/ 12.03.2026 full proposals). - Choose one Call Module per proposal - Project Coordinator invites Project Partners through the submission system - Insert information about participants, budget etc. directly in the system - Upload project description in English as pdf Additional documents and/or national/regional proposal submission may be requested by some Funding Partners. Deadline pre-proposal 09.10.2025, 14:00 CEST. Evaluation criteria In both stages, the proposals will be evaluated according to the aforementioned evaluation criteria: Excellence, impact, quality & efficiency of the implementation For proposal evaluation, a score will be awarded for each of the three main criteria. Each criterion will be scored in the range of 0–5 (half scores are not allowed) and equally weighted. The cut-off for being invited to second stage/considered for funding at full proposal stage is an average or consensus score at or above 3 for all the three evaluation criteria and a total average or consensus score of or above 10. Scores must pass the individual threshold AND the overall threshold if a proposal is to proceed to the second stage. The same rule applies for proposals to be considered for funding at full proposal stage. The following sub-criteria are used in all Call modules when determining the scores for excellence, impact and quality of efficiency of the implementation. Sub-criteria with asterisk (*) will be used in Stage 2 only. Individual Call Modules may apply additional sub-criteria. Excellence • Clarity and pertinence of the project’s objectives in relation to the Call and Call Module. • Extent to which the proposed work is ambitious, and go beyond the state-of-the-art in terms of research/innovation for the clean energy transition. • Soundness of the proposed methodology, including the underlying concepts, models, assumptions, and interdisciplinary approaches. • *Appropriate consideration of the diversity and gender dimension in research/innovation content. • *The quality of open science practices including sharing and management of research/innovation outputs and engagement of citizens, civil society and end users where appropriate. Impact • Credibility of the pathways to achieve the expected outcomes and impacts for the clean energy transition specified in the Call and Call Module. • Likely scale and significance of the contributions due to the project, through appropriate involvement of end-users and other relevant target groups. • The added value of the transnational collaboration. • Suitability and quality of the measures to maximise expected outcomes and impacts, as set out in the dissemination and exploitation plan, including communication activities. Quality and efficiency of the implementation • Quality and effectiveness of the work plan. • *Assessment of risks. • *Appropriateness of the effort assigned to work packages and the resources overall. • Capacity and role of each participant, and extent to which the Project Consortium as a whole brings together the necessary expertise.  Eligibility -  A minimum of three legal entities from a minimum of three different countries participating in the CETPartnership Joint Call 2025 , of which at least two must be EU Member States or Horizon Europe Associated Countries. -  The total effort of one partner can be maximum 60% of the total project efforts. Efforts = person months. -  The total effort of partners from one country/region can be maximum 75% of the total project efforts. -  Specific Call Module requirements may apply regarding the Project Consortia. -  Specific National/regional requirements may apply regarding the Project Consortia; see respective national/regional requirements in Annex B. Pre-Proposal – deadline 09.10.2025 Eligibility check according to both transnational, Call module and national/regional requirements Evaluation will be done by at least three experts per proposal and result in one ranking list per Call module. The cut-off for being invited to second stage is an average or consensus score at or above 3 for all the three evaluation criteria and a total average or consensus score at or above 10. Decision of invitation to full proposal will be based on the expert evaluation result and the eligibility check. Full proposal – deadline 12.03.2026 The full proposal may not differ substantially from the pre-proposal. Changes initiated by a project consortium and related to the project consortium, duration or budget must be approved by the relevant Funding agencies, except when adding a self-financed partner or replacing partners deemed ineligible in the pre-proposal stage with self-financed partners. Eligibility check according to both transnational, Call module and national/regional requirements Evaluation will be done by at least three experts per proposal Expert panel meetings resulting in a ranking list of proposals above cut-off per Call module Decision of funding is based on ranking list, eligibility check and available budget.
