The gaps in the PM knowledge and skills among HCPs have been identified as one key barrier to the implementation of PM2. This initiative will enhance the capacity of HCPs to integrate PM into their daily practice, ensuring they are equipped with the necessary knowledge, skills, and competencies. The scope of this Call includes general and specialised education on PM and its implementation in clinical practice, interdisciplinary collaboration between HCPs, as well as effective communication of HCPs with patients. The courses will be designed and implemented collaboratively between selected consortia and EP PerMed. The purpose of the Call is to fund high quality content that will feed into online modules/ courses, that will be collaboratively developed with the Digital Learning Team supporting EP PerMed. All modules/ courses will be hosted and disseminated through the EP PerMed website and the eLearning platform designated by EP PerMed. Modules/courses will cater to training needs for HCPs in PM implementation (General Practitioners, Specialists, Nurses); may include case studies demonstrating successful implementation of PM strategies in primary healthcare and selected disease areas; activities to foster interdisciplinary collaboration between HCPs for PM solutions; activities to improve communications skills of HCPs to patients. Up to six modules will be selected covering one or more of the following topics: 1. Enhance PM knowledge · Target audience: General Practitioners (GPs) · Description: Equip GPs with foundational knowledge of PM and its relevance in primary care. 2. Impact of PM in Oncology to improve patient care strategies. ·Target audience: Specialists in Oncology / Haematology ·Description: Highlight the impact and relevance of PM in oncology/haematology and CVD to improve patient care strategies. 3. Impact of PM in Cardiovascular Disease (CVD) to improve patient care strategies. · Target audience: Specialists in CVD · Description: Highlight the impact and relevance of PM in CVD to improve patient care strategies. 4. Interdisciplinary collaboration · Target audience: All HCPs (GPs, Specialists, Nurses) · Description: Encourage collaboration across various medical disciplines and with patient associations to integrate PM approaches effectively. 5. Implementation of molecular diagnosis approaches in clinical practice · Target audience: Specialists across disease areas · Description: Provide HCPs with a comprehensive understanding of genetic testing and molecular diagnostics and its application in PM, ultimately influencing its standard use in clinical practice. 6. Improve communication Skills of HCPs ·Target audience: All HCPs (GPs, Specialists, Nurses) ·Description: Develop effective communication strategies for discussing PM options with patients, including explaining benefits, risks, and potential outcomes. If there are any questions, please see the “⁠Guide for applicants” or contact smartsimple@eithealth.eu. Main steps in process: Match: Interested applicants must apply as a consortium. A matchmaking portal to facilitate the generation of consortia will be available throughout the application period. During the on-line webinar, the matchmaking platforms will be introduced. Apply: Applicants submit their proposals as a consortium through the EIT Health Smart Simple application platform. Eligibility check: All submitted projects will passing through eligibility check against the criteria specified in the call document. Online pitching: All eligible projects will be invited to present their proposals at an online pitch. This will involve a presentation (20 minutes) of the proposal by applicants in front of a panel of independent experts and will be followed by a question and answers session (20 minutes). Details on the organisation of the pitches will be communicated to eligible applicants following the eligibility check. Funding Decision: Following the online pitches, experts will produce an individual score out of 100. The final score will be the average of the three expert’s individual scores. Only projects that get a final score of 70 / 100 or more can be considered for funding. Projects will be ranked according to the experts scoring and up to the six top ranked projects will be selected. Design of modules: A twelve-month period is given to the selected projects to develop course content for a four-week (up to 15/20 hours of study in total) online course, that will be hosted entirely on the eLearning platform designated by EP PerMed, and accessible from the EP PerMed website. All selected consortia will be supported by the Digital Learning team designated by EP PerMed from the selection notification to the delivery and hosting of the final course on said eLearning platform (provision of instructional design guidance, storyboarding, blueprinting, integration of content elements in the eLearning platform). Final Report: The applicant will file a full report on the deliverables at the end of the project. Selected projects will receive funding of up to 50,000 EUR per project, which can be used to cover eligible costs. The funding will be provided through lump sum contracts, with 50% pre-payment and the remaining 50% disbursed upon approval of the final activity report. Eligibility criteria For an application to proceed to evaluation, it must meet all the below eligibility criteria. Each application will be reviewed for these eligibility criteria by EP PerMed Partners. Applicants must submit their proposal via the application platform before the deadline on 9 September 2025 at 16:00 CEST. Applicants must use the templates provided in the application platform to submit their proposal. Proposals may be submitted by organisations registered in an EU Member State or a Horizon Europe-associated country. The list of participating countries in Horizon Europe may be found here. Partners/ Beneficiaries within the EP PerMed consortium and private persons are not eligible for this Call. Applications must be written in English. All modules must address a European audience. Applications must request no more than 50,000 EUR (fifty thousand Euros) of funding including overheads. Costs for a learning management system are not eligible for funding. This is provided by EP PerMed through EIT Health. Costs for marketing and course promotion are not eligible for funding. This is provided by EP PerMed through its dissemination activities and the EP PerMed website. Projects must last no longer than 12 months. Consortium Composition eligibility The consortium must include a minimum of two eligible organisations, independent of each other, each established in different European Member States or Associated Countries. Each of these consortium members must be eligible. All legal entities must be independent of each other. Proposals may be submitted by applicants belonging to one of the following categories (eligibility of project partners may vary according to national/regional regulations): Academia: research teams working at universities, universities of applied sciences, other higher education institutions, research and knowledge dissemination organisations or research institutes; Clinical/public health sector: research teams working at hospitals, policlinics, medical practices, public health and/or other health care settings and health organisations; Companies: private companies of all sizes; CME/CPD companies/ agencies; Other stakeholders: e.g. citizen organisations, medical societies, local communities, local/national NGOs, consumer organisations. Other stakeholders should be in a position to provide useful knowledge and perspectives to the consortium. At least one project consortium member must have validated experience in designing lifelong learning (adult learning) education activities, which is to be described in the application system. At least one project consortium member must have validated experience in the implementation of personalised medicine which is to be described in the application system. The maximum number of project consortium members in applying consortia is five. At least one non-academic organisation. The consortium must be complete at the time of submission. Evaluation process and criteria The selection process for this Call will involve a single proposal submission. Applicants will submit a single proposal through EIT Health’s Smart Simple application platform. Each proposal will be evaluated by three external independent evaluators. The final score will be the average of the three scores of the evaluators. Projects will be scored out of 100. In order to be considered for funding, projects will need to score at least 70/100. Projects will be ranked by evaluation score for each topic, if more than one application scores 70 / 100 in a topic, the top ranked application will be selected for funding. The evaluation criteria for admission into the EP PerMed Education Call include: Activity Excellence and Strategic Fit: Clarity and pertinence of the project’s objectives, and the extent to which the proposed work is ambitious and innovative. Soundness of the proposed approach, including the underlying concepts, models, assumptions, interdisciplinary approaches and fit with the module topics. Weight = 20% Impact and Sustainability: Credibility of the pathways and design approach to achieve the expected outcomes and impact of the module. Suitability and quality of the measures to maximise expected learning outcomes as outlined in Annex 1. Credibility of recommendations to EP PerMed for optimal dissemination. Weight = 40% Implementation and Feasibility: Quality and effectiveness of the work plan, assessment of risks, and appropriateness of the effort assigned to work packages, and the resources overall. Capacity and role of each participant in the consortium, and the extent to which the consortium brings together the necessary expertise. Weight = 40% As the programme uses lump sum funding, pre-selected projects should provide the detailed cost plan. In case of misbalance, suggestions will be provided and should be taken into account before signing the contract. Programme admission Selected projects will receive funding of up to 50,000 EUR per module. Redress procedure Applicants can appeal against the final award decision if they suspect a breach in the evaluation and selection procedures. This redress procedure only covers the procedural aspects of the Call. The redress will not call into question the scientific or technical judgement of experts/evaluators. Applicants should submit their appeal to EIT Health via email (appeals@eithealth.eu) within seven calendar days following notification of the application outcome. The outcome notification email containing the results of the evaluation will give information on the appeals procedure, which is described below. Admissibility of appeals For an appeal to be admissible the following conditions must be met: The appeal must be submitted by the team to which the appeal relates; Only one appeal per proposal will be considered; The appeal must be submitted via email within seven calendar days of the outcome notification email. The appeal must contain the following minimum information: The name of the Call for Proposals; The proposal acronym; The title of the proposal; A description of the alleged shortcomings of the evaluation procedure. The appeal must demonstrate a procedural irregularity, factual error, manifest error of assessment, misuse of powers, or a conflict of interests. Appeals that do not meet the above conditions, or do not deal with the evaluation of a specific proposal, or express mere disagreement with the result or the reasoning of the evaluation may be judged as not suitable for redress. Procedure Upon receipt of an appeal, an acknowledgement of receipt will be sent by EIT Health within seven calendar days. The acknowledgement shall report the redress process and the anticipated date by which a decision on the appeal will be communicated to the appellant. All appeals received within the seven calendar days deadline will be processed together. The decision will be communicated to the appellant within 2 weeks from the deadline for submitting the appeals.
