Description

The initiative’s second Joint Call is structured in 12 modules - according to challenges for the energy transition identified in the SRIA - broad variety of energy Innovation topics, broad target group of companies, solution providers, innovators and researchers can submit proposals. Submitting a successful proposal means not only to receive funding, but also to become a member of a large and supportive network and knowledge community. Complementary funding format to Horizon Europe, allowing for projects of small to medium size of transnational projects with partners from minimum 3 countries involved.

CETPartnership Mission The CETPartnership envisions a transition, driven by industry, public institutions, academia and citizens groups that will make Europe the front-runner in clean energy innovation and implementation. The newly established Partnership will foster transnational innovation ecosystems from the very local and regional level, up to the transnational European level, thus overcoming a fragmented European landscape. Moreover, it intends to reach out to collaboration with funding partners beyond Europe, in order to broaden the knowledge and experience bases and introduce European solutions and stakeholders to the global value chains. About The Clean Energy Transition Partnership (CETPartnership) is a multilateral and strategic partnership of national and regional research, development and innovation (RDI) programmes in EU/EEA Member States and non-EU/EEA Partner Countries with the aim to substantially support the implementation of the European Strategic Energy Technology Plan (SET Plan). It will contribute to higher level European policy goals towards Stepping up EU 2030 Climate Ambitions and the New European Research Area with the ultimate objective to achieve a climate-neutral society by 2050. The CETPartnership will also address the strategies outlined in the latest EC communications e.g. A Clean Planet for all and the European Green Deal. The CETPartnership enables around 50 national and regional RTDI programme owners and managers from over 30 countries to align their priorities, pool national budgets of EUR 210M for two joint calls in 2022 and 2023, as well as to implement annual joint calls from 2022 to 2027. The CETPartnership consortium also plans to organise joint accompanying activities to enable a dynamic learning process, extract strategic knowledge ('Knowledge Community') and maximise the impact ('Impact Network') to accelerate the upscaling, replication and market diffusion of innovative solutions, as well as foster the up-take of cost-effective clean energy technologies. CETPartnership Transition Initiatives The CETPartnership has seven Transition Initiatives (TRIs) focusing on RDI Challenges described in the Strategic Research and Innovation Agenda (SRIA) that address various technologies and system aspects connected to the clean energy transition, as well as several cross-cutting dimensions. Each of the TRIs is led by one CETPartnership partner, known as the TRI Lead. TRI 1: Integrated Net-zero-emissions Energy System TRI 2: Enhanced zero emission Power Technologies TRI 3: Enabling Climate Neutrality with Storage Technologies, Renewable Fuels and CCU/CCS TRI 4: Efficient zero emission Heating and Cooling Solutions TRI 5: Integrated Regional Energy Systems TRI 6: Integrated Industrial Energy Systems TRI 7: Integration in the Built Environment About the Call The CETPartnership Joint Call 2023 is a 2 stage-call structured around 12 Call modules. All project proposals must be submitted through the CETPartnership Submission Platform. No project proposals will be accepted after the submission deadline. Evaluation and ranking of the project proposals will be performed separately per Call module according to the three main evaluation criteria: Excellence, Impact and Quality and efficiency of the implementation. The cut-off for being invited to the second stage (or considered for funding at full proposal stage) is a score of or above 10 and none of the criteria scoring below 3. This call is co-funded by the European Commission via the CETPartnership (GA # 101069750) under the Horizon Europe Partnership scheme. Call Topics The CETPartnership second Joint Call, launched in September 2023, is structured in thematic modules. Each Transition Initiative (TRI) developed one or two Call modules based on their strategic topics and content, allowing to cover the whole spectrum of their specific SRIA challenges. CM2023-01: Direct current (DC) technologies for power networks CM2023-02: Energy system flexibility: renewables production, storage and system integration CM2023-03 (A/B): Advanced renewable energy (RE) technologies for power production CM2023-04: Carbon capture, utilisation, and storage (CCUS) CM2023-05: Hydrogen and renewable fuels CM2023-06: Heating and cooling technologies CM2023-07: Geothermal energy technologies CM2023-08: Integrated regional energy systems CM2023-09: Integrated industrial energy systems CM2023-10 (A/B): Clean energy integration in the built environment The Call modules describe specific topics and/or challenges that applicants shall address in their project proposals. Applicants must choose and apply to a specific call module, when submitting their project proposal. Evaluation and ranking of the project proposals will be performed separately per Call module. Submission 2-stage-procedure: submission of a pre-proposal followed by an invitation to submit a full-proposal. Submission through CETPartnership Application System online only. Deadline pre-proposal 22.11.2023, 14:00 CET. Evaluation criteria In both stages, the proposals will be evaluated according to the aforementioned evaluation criteria: Excellence, impact, quality & efficiency of the implementation For proposal evaluation, scores will be awarded for each of the three main criteria. Each criterion will be scored out of 5 (half scores are not allowed) and equally weighted. The cut-off for being invited to second stage/considered for funding at full proposal stage is a score of or above 10 and none of the criteria scoring below 3. Scores must pass the individual threshold AND the overall threshold if a proposal is to proceed to the second stage. The same rule applies for proposals to be considered for funding at full proposal stage. The following sub-criteria are used in all call modules when determining the scores for excellence, impact and quality of efficiency. Individual call modules may apply additional sub-criteria. Excellence ·      Clarity and pertinence of the project’s objectives and the extent to which the proposed work has an appropriate level of ambition for its TRL level, and goes beyond the state-of-the-art. ·      Soundness of the proposed methodology, including the underlying concepts, models, assumptions, interdisciplinary approaches, appropriate consideration of the gender dimension in research and innovation content, and the quality of open science practices including sharing and management of research and innovation outputs and engagement of citizens, civil society and end users where appropriate. Impact ·      Scale and significance of the outcomes and impacts and the credibility of the pathways to achieve the expected outcomes and impacts specified in the CETPartnership Call module. ·      Suitability and quality of the measures to maximize expected outcomes and impacts, as set out in the dissemination and exploitation plan, including communication activities, including the added value of the transnational collaboration. ·      The extent to which the project is showing relevance to the energy transition through appropriate involvement of end-users, need-owners and/or the private sector.  Quality and efficiency of the implementation ·      Quality and effectiveness of the work plan, assessment of risks, and appropriateness of the effort assigned to work packages and the resources overall ·      Capacity and role of each participant, and extent to which the consortium as a whole brings together the necessary expertise.  Eligibility -  At least three independent legal entities from three different countries participating in the CETPartnership Joint Call 2023 , of which at least two must be EU Member States or Horizon Europe Associated Countries. -  The total effort of one partner cannot exceed 60% of the total project efforts. -  The total effort of partners from one country/region cannot exceed 75% of the total project efforts. Efforts = person months. -  Project consortia must also fulfil the Call module specific requirements. -  Applicants must be eligible for funding according to their Funding Partner’s national/regional requirements. Please consult the national/regional requirements (Annex B). Pre-Proposal – deadline 22.11.2023 Eligibility check according to both general and national/regional requirements Evaluation will be done by three experts per proposal and result in one ranking list per Call module. The cut-off for being invited to second stage (or considered for funding at full proposal stage) is a score at or above 10 and none of the criteria scoring below 3. Decision of invitation to full proposal will be based on the expert evaluation result and the national/regional eligibility check. Full proposal – deadline 27.03.2024 The full proposal may not differ substantially from the pre-proposal. Changes must be communicated to the involved project partners and the relevant Funding Partner(s). Avoid changes in the consortium composition, except if an ineligible partner can be replaced by a partner from undersubscribed countries/regions (must be approved by the relevant Funding agency) Eligibility check according to both general and national/regional requirements Evaluation will be done by three experts per proposal and result in one ranking list per Call module Expert panel meetings resulting in a ranking list of proposals above cut-off Decision of funding is based on ranking list and available budget.
