First Open Call

Beneficiary & submission

The First Open Call is up for applications from 28 February to 31 March 2023. The aim of the call is to find innovative digital technologies addressing the needs as described in the four challenges. The applications are submitted with an online form which is available on the CommuniCIty website. The applications must be submitted by 31 March 2023 by 17 CET together with all the required attachments. After the closing date the proposals will be evaluated on four criteria: Impact, Implementation efficiency and quality, Excellence, Co-creation. The criteria are described on the CommuniCity website. The evaluation will be carried out by an impartial jury. For each challenge, there is a separate evaluation committee that is qualified for that specific challenge. Each jury consists of 3 to 5 people. After all the proposals have been evaluated, the evaluation system will show which proposals have the highest scores and are therefore the winners of each challenge. For two of the challenges we intend to select two winners each, for the other two challenges we intend to select one winner each. In total this would make 6 winners. If the quality of the proposals is too low, we may select less than 6 winners. For each of the criteria, a minimum (threshold) score had been decided and published on the website of CommuniCity. The threshold scores and the weighinh of the scores are diffenent for each of the 4 challenges. Detailed information on this is provided on the CommuniCity website. After the winners have been selected, they will be contacted and asked to accept and sign a Piloting contract. In case one of the selected winners does not accept, the proposal with the next highest score for the same challenge will be selected and contacted. The contracts are standard contracts that have been created commissioned by Forum VIrium Helsinki. The contracts contain project reporting obligations. The winners will be awarded with a grant of 12.500 Euros. Due to the fact that grant payments are handled by each of the participating cities, each of the cities has their own Call for Applications document as well as Piloting Contract. All eligible applicants will receive scores for their application after the evaluation has been completed by the end of April 2023.
