Sundsvall Municipality conducts procurements in accordance with applicable public procurement legislation and municipal procurement policies. The purpose of the procurement process is to ensure fair competition, transparency, and efficient purchasing of goods and services for the municipality. Suppliers are invited to review the procurement documents carefully, submit questions when clarification is needed, and provide complete tenders that fulfil all stated requirements. The municipality may publish amendments or clarifications during the tender period, and suppliers are responsible for keeping themselves updated through e-Avrop.
Beneficiary & submission
Tenders must be submitted electronically through the e-Avrop procurement system before the stated deadline. Suppliers are required to create an account in e-Avrop in order to access the procurement documents and submit a tender.
All mandatory requirements (“shall requirements”) specified in the procurement documents must be fulfilled. Tenders that do not meet these requirements may be rejected. Suppliers are encouraged to follow the structure of the procurement documents and use provided response templates where applicable.
Questions regarding the procurement must be submitted electronically through e-Avrop before the deadline for questions. Answers and clarifications will be published in the procurement notice and distributed to all registered suppliers.
Submitted tenders are encrypted, signed, and time-locked until the tender submission deadline has expired. Late tenders cannot be accepted. Evaluation will be carried out in accordance with the criteria and procedures described in the procurement documents.

Further information, procurement documents, clarifications, and updates are available through the e-Avrop platform. Suppliers may subscribe to procurement notifications and monitor ongoing and upcoming procurements by registering an account free of charge.
All communication related to the procurement shall take place electronically through the procurement system.
