Beneficiary & submission

The completed application form shall be signed by the statutory body with a qualified electronic signature or a qualified electronic signature bearing a mandate certificate or a qualified electronic seal. The applicant shall send the application signed in this way to the Authority in electronic form, as an annex to the electronic submission, via the Authority’s electronic mailbox established within the Central Public Administration Portal www.slovensko.sk via the ‘General Agenda’ service. An application that is not received by the Authority in the form indicated above will not be considered to have been submitted and will be disqualified from the evaluation process. The method of delivery of the application set out in Annex 2 to the call ‘Conditions for granting a grant’ is further detailed. In order to establish the ranking of applications, each grant application is assessed with the application of the Criteria for the selection of projects, which form Annex 4 to the call . By applying the criteria for selecting projects, the Authority creates a descending ranking of applicants whose grant applications met the conditions for granting a grant, starting from the application that obtained the most points based on the criteria. The purpose of applying the criteria for selecting projects is to determine the ranking of applicants, according to which the Authority sends a notification of compliance with the conditions for granting a grant. At the same time, it immediately sends the draft grant agreement to those applicants (in the order determined based on the project selection criteria) for whom the grant is fully covered by the amount of call funds available. For applicants for whom the grant is not fully covered by the amount of available allocation of the call funds, the Authority will not send a draft grant agreement due to the lack of funds intended for exhaustion within the call. Only projects focusing on CAB activities for the purpose of obtaining accreditation confirming the competence of this body to carry out conformity assessment activities on the basis of the EUCC certification scheme and Commission Implementing Regulation 2024/482 shall be considered eligible under this call. The applicant for a grant shall submit a developed project plan, through the implementation of which it is to become a CAB that meets the requirements of ISO/IEC 17065 or ISO/IEC 17025. The submitted project plan will allow the evaluation committee to review the objectives of the project, its planned implementation and its contribution to cybersecurity. An overview of the main aspects of the project that will be assessed in the structure of the project plan is given in Annex 2, Part C. An applicant may submit only one application for a grant. In the event of multiple applications, the Authority shall take into account the last application submitted. Beneficiaries of the grant may be (a) legal entities pursuant to Article 2(2)(a) of the Commercial Code, b) non-profit organisations pursuant to Section 2 of Act No. 213/1997 Coll. on non-profit organisations providing generally beneficial services, as amended, (c) civic associations pursuant to Section 2 of Act No 83/1990 Coll. on the association of citizens, as amended, d) interest associations of legal persons pursuant to § 20f - § 20j of Act No. 40/1964 Coll. as amended - Civil Code, which meet all the following conditions: are registered in the territory of the Slovak Republic on the date of submission of the application, as of the date of submission of the application, they have approved financial statements for: - a completed accounting period which is not less than 12 months old and which is also immediately preceding the accounting period in which the application is submitted, or - a completed accounting period which is not an accounting period of less than 12 months and which is also immediately preceding the accounting period referred to in the preceding indent. The provision of the grant to eligible applicants is set in the form of a grant of 20 000 EUR and is implemented on the basis of the application submitted and under the conditions laid down in this call and its related documents. The calculation of the cost of obtaining accreditation has been carried out on the basis of expert estimates. Costs incurred to obtain accreditation of the conformity assessment body (excluding the costs of maintaining the accreditation) will be the following minimum amounts excluding VAT: the cost of initial accreditation paid to the accreditation body, as estimated by the accreditation body itself, will exceed 8 000 EUR the cost of relevant training (on the requirements of the EUCC certification scheme, Commission Implementing Regulation 2024/482, on the requirements of ISO/IEC 17065 and/or ISO/IEC 17025 and ISO 27 001) for at least one staff member will exceed 6 000 EUR the cost of producing the relevant documentation and procedural documents shall exceed 6 000 EUR.
