Eligible activities: Eligible subgrant activities4 will follow the provision for activities under Horizon Europe (HE) cost categories5, and will be organized along the following: ·Activities to develop regional pathways, plans and innovation portfolios towards climate resilience building on existing assessments of trends and projections of future climate change risks. ·Activities supporting the process of developing the pathways as specified in the scope topic text including relevant stakeholder engagement and capacity building. ·Activities related to communication, dissemination and exploitation and project management activities. Expected outcomes: Subgrantees should contribute to all the expected outcomes of this call: ·Mobilising regional interest and progressively elevating the ambition and capability of regions; ·Development of climate resilience pathways and connected innovation agendas with the support of the regional resilience journey framework (and supporting services); ·Activating engagement of citizens and diverse stakeholders in the co-creation of the pathways; ·Increasing knowledge on transformative adaptation innovation across KCS and KEC; ·Boosting literacy and access to innovative adaptation finance; and ·Baselining and monitoring regional resilience capabilities through the Resilience Maturity Curve (RMC). Subgrantees awarded through this call are encouraged to establish operational links and collaboration with MIP4Adapt, the Mission Implementation Platform, and its Community of Practice6. Beneficiary & submission

Objective and Purpose of this Call: This First Call seeks to provide support to 40 regions/communities located in European Union (EU) Member States or Horizon Europe Associated Countries, situated within Europe's biogeographical regions, with a dedicated total available funding allocation of 8,400,000 €. The primary objective is to facilitate the collaborative co-design of climate-resilient visions for the future, engaging with locally led transformative pathways and innovations. This collaborative effort aims to secure long-term impact through policy commitment. Special attention should be given to less developed regions/communities that are vulnerable to climate impacts and possess low adaptive capacity. The maximum grant amount per subgrantee is 210,000 € for subgrants lasting up to 18 months. Eligibility and Admissibility stage: 1) Applicants must be regions/communities that are part of EU Member States or Associated Countries1 that are within Europe’s biogeographical regions2, and, 2) To act as coordinators and submit the application, applicants must qualify as regions/communities defined as either: a. Public authorities at Nomenclature of Territorial Units for Statistics (NUTS) 1, 2 and 3 level, as well as and Local Administrative Units (LAU); or b. Bodies governed by public law in accordancecompliance with Article 2.4 of the Directive 2014/24/EU. 3) The following legal entities may be part of a consortium: a) Private non-profit bodies and b) Small and Medium Enterprises (SME) following the EU definition by the Commission Recommendation 2003/361/EC and in the SME user guide3. Pre-selection stage: Maximum 80 applications, will proceed to the evaluation stage. If there are more than 80 eligible applications, the pre-selection will occur in two steps. In the first step, available slots for each country will be allocated based on its vulnerability. In the second step, pre-selection will be based on the population size of each region. Priority will be given to the most vulnerable regions. Evaluation stage: Applications that advance to the evaluation stage will be assessed by a panel of at least three independent experts using the following criteria: commitment, stakeholder engagement, justice, need for support, knowledge sharing, and resource usage. Applications that attain a score of 55 points (out of 100) or higher during this phase will progress to the Strategic Selection stage. Strategic Selection and Award: This stage involves a contextual assessment that considers and prioritises a portfolio of regions/communities based on adaptation priorities and areas of research and innovation in the mission (assessed via Key Community Systems (KCS) and Key Enabling Conditions (KEC) prioritization); geographical coverage; climate risk type; impact; and diversity. Upon completing the review, 40 applicants are informed of their selection and will subsequently undergo a due diligence process before the subgrants are officially granted.
